High-risk insurance premiums will drop in some states, not Idaho

The federal Department of Health and Human Services this month cut premiums by up to 40 percent for people in some states' high-risk health insurance plans. The plans were created under the 2010 health care reform law to give coverage to people who were denied private insurance because of medical conditions.
